How to read schematic of circuit?

How can I read a schematic of circuit and tell what it does?

For example, below is a circuit diagram of 555 timer, How can I understand what this circuit does?

That is a skill that  cannot be developed over night.  The best solution is take a few courses in electronics and be sure you understand what is being taught.  The easy way is to look around the web to find the circuit.  That will give you an answer but you will not learn a lot.  Then practice, design and build.
